Unique Twink PVC figure

I was glancing around on ebay and seen this auction. I've never seen this twink PVC figure, does anyone know about it or seen it before? I've attached a pic of it.

I think I've seen a similar post on the "Soap Dish" boat Rainbow and Twink.

Looks like the original image is gone, but I won this auction awhile back...just hadn't gotten around to taking pictures of him until now...lol. I thought he was a pencil topper, but he doesn't fit on the end of a standard pencil. The hole is a little too small. Any other ideas? It looks like there's some kind of inscription on the bottom but it's completely illegible.

Could it be that he fits a standard pencil in the UK, Europe or elsewhere?

I suppose it's possible. I also don't own a lot of pencils, so don't have many to try it on, but it doesn't fit the two I could find. The american standard is around 7mm and my pencils are more like 7.6mm in diameter. I'll have to find some more to try him on...lol

He is made the same way the Toothpaste Toppers were made with that ring around the opening. I wonder if this isn't an early version of that? Of course it would need to be removed before you could get any toothpaste to come out which is just the opposite of the other version.
