I don't think it's RB related. I emailed the seller to see if there was a copyright year/company on it and there wasn't.

the little painted on sleeves sure do look like the sleeves on Rainbow's dress. Add that to the 3 color rainbow and the stars on the shoes... Funny. I bet it was a cup with a snow cone in it that you got at the fair were they sold the knock off sprites as game prizes.

I got something similar when i was little at a fair here. it was shaped like and elephant and it was pink. I think it spawned my crazy love for snow cones!!
