Nope It's close to that Hot Topic anniversary doll, but not the same. Notice the difference in the hair (bangs) for one. And this doll has velcro on the back of its dress, whereas the anniversary doll has a metal snap.

I saw some dolls being sold in Kiddy Land, Harajuku store though I didn't buy any I think they looked like the 25th anniversary ones. Could be used in a different mold too.

I've seen a white 2009 Orange Blossom prototype with blonde hair...So perhaps this is one of those prototypes? Are prototypes usually made this poorly though?

I think you're right, it is a non-vintage knock off-
I got a whole set of slightly different knock-offs from China (also without tags)- they look slightly different than yours-
prototypes wouldn't be so poorly made- and there wouldn't be so many of them. Usually protos are either super-detailed, (made for photos with extra hand-painted fatures and thicker hair) or rough prototypes (look like they have been hand-sewn or pieced together from existing stuff)
She's neat tho- I kindof like knock-offs, they're interesting!
